I translate to Turkish (res041f.dll and res041f_ex.dll)
But

Probably your translated file does not have the digital signature anymore and it's considered as unsafe. Does the same issue occurs with original dll?

I used the Resource Editor

and translated dialog manifest versioninfo....
and save as res041f.dll

The problem is that modified DLL does not have the digital signature anymore since its integrity has been compromised. Action! checks all its files if they are digitally signed.
