Primary sound device keeps reverting from selected application to system default when my PC is restarted

I set the primary sound device to selected application and keep that on auto so no matter the game I play, only it's audio will be recorded, not say, Discord and Spotify. Unfortunately when I restart my PC this setting reverts back to system default, which is not desired.
Is this behaviour expected, if so how can I prevent this setting from reverting?
