Mirillis Action! Crashes while saving the video 2017

This happens when i use "Intel Quick Sync" for encoding on both MP4 and AVI formats, i have updated my graphic drivers to the latest. when i record without the "Intel Quick Sync" my recording stutters, and my desktop or game lags so much that it is unusable and sometimes unresponsive.

running on a laptop win7 32bit, intel hd graphics (the one that has iGpu when i updated it)
yes i know its 2017 and im still using windows 7 32bit, but i tried windows 10 and its just not for me.
