Push-to-talk key suppresses game audio

I have an issue when recording voice chat over a game where the volume of all other sounds will be reduced when I have the push-to-talk key pressed. I have tested this with only a game and Action open, with no communication software running that might be messing with the audio levels. I cannot hear a change in game volume while recording, only when playing back the recorded video. The effect is rather jarring. How can I keep my game audio at a consistent volume while recording voice?

In settings..you can set balance for game sounds and voice....

Are these the settings you're talking about?

If I set these two sliders to equal, it still reduces my game volume to 50% whenever I press my push to talk key. If I set the system sounds slider to 100 to keep the game volume consistent, it reduces the microphone volume to zero and stops recording my voice.
