If I'm not mistaken, MGPU only shows up if you select the option to use Motion2 acceleration (24/25/30p to 60p conversion). This is a very advanced post-processing effect which takes a huge load on the GPU, which is why it's not enabled by default, as it could slow down your system if it's not fast enough.

"GPU" = hardware video decoding enabled
"Motion2" = software vido decoding + Motion2 (though now I can't choose it if h/w video decoding disabled).
"M-GPU" = h/w video decoding + Motion2.

MGPU or Motion2 is a software base video interpolation...it is rather less GPU usage but heavy on CPU that is why Motion2 is disabled by default in the previous versions of Splash Pro and it require at least quad core....but now it can be enable by users even though you have dual or triple cores....

Wrong.
Motion2 is disabled by default as well as all other postprocessing - just because it is postprocessing.
Also it worked on any CPU from the beginning. Although at first it downscaled 1080p video to 720p, but then "Ultra 1080p" came up (that requred quadcore at start, but now you can enable it on any CPU).

Motion2 will also use more GPU due to more FPS playback (60) with or without HA.
