Question about motion2

Does motion 2 get better if you have a better CPU. Does it perform better with video card doing the decoding?

Yes and yes

Open task manager and see it is maxing out the CPU

When cpu is on the edge of performance for Motion2 then it may skip to work sometimes, so when there is more power available then yes it will work better.
But if it is working ok then in example 30% more power will not make it better.
If there is enough power (4 cores) then you can enable ULTRA 1080p option to get better results.
