Try updating your gpu drivers - this video is High@L5.1 and ati has known problems with such video (full support of L5.1 starts from ATI Catalyst 10.4).
Desktop (Intel i7-970, ATI 5870, Windows 7 x64)
Acer Aspire TimelineX 3830TG (Intel i5-2410M, nVidia GT540M, Windows 7 x64)
PS Vita, Nokia N8

*sigh* guess its an ati problem. I'm using the latest 10.8 drivers too. I never bought any of their cards before the 5000 series. They have horrible drivers, each update gives more problems XD. I'm aware that the video is High@L5.1. Thats why I wanted to see if its just my card that has a screw loose as ati should be supporting it.

I'm guessing from the posts that your nvidea folks are doing fine. I guess I'll have to make my i7 do its worth for now until the next series of graphics cards. current ones soak up too much power and are too loud for my tastes.

If mirillis has any way of fixing this issue(I know its ati's problem, but maybe theres a way.) it would certainly speed up my purchase.

Generally we recommend newest official drivers, but in this case I can only suggest to give a try for older catalysts (eg. 10.3 or lower). Just for the test! If video effects changes, it is 100% the driver, but maybe it will be more acceptable...

I gave it a try, some of the videos wouldn't even open properly with CCC 10.3. I guess all I can do is wait till ati gets its drivers in order

Just for the record, Cyberlink's Powerdvd 10 and Media Player Classic - Homecinema (latest svn, with cyberlink's video decoder), both with DXVA, play the aforementioned video clip without any problem or artifact with the same 10.8 Catalyst driver...

So Mirillis can fix it :D
I think I have Cyberlink somewhere in my library of CDs, I'll give it a try, thanks for mentioning. I don't think they offer the video enhancements that mirillis has though.

Is there any way to use Cyberlinks decoder with WMP? I mainly use that along with the KLite codec pack(ie ffdshow)

The problem mentioned here is a bug in Catalyst that makes 480p videos (only) to have tearing with dxva. Use older versions and the problem is fixed.
You can check AMD forums the problem is known but wont get fixed sooner or later.
Its better to disable DXVA with < 720p resolutions, because GPU is useless with any modern cpu.
You can always buy an Nvidia card if that is ok with you :D

I'm pretty sure this isn't just for 480p... Its something with the codecs because the tearing occurs on higher res also. If you read more you'd noticed that I wasn't going to buy an nvidea card...

I tested it with Powerdvd. No tearing, weird pixels, or anything else odd. I forgot how horrible the GUI is on it though, pain to navigate and use. Guess it is a codec issue :(, I'll be waiting for when splash fixes this
